No - each of those apps owns the detailed logging of one record type: RAMS Generator drafts the RAMS document itself, Toolbox Talk Register runs the full attendance register per talk, PPE Issue Tracker logs individual PPE issue/inspection records, and Site Induction Tracker logs the induction event in detail. Health & Safety Management Suite is the cross-cutting oversight layer on top - a worker-by-requirement compliance rollup, not a duplicate of any single-purpose logger's detail screen.

Is this the same as Compliance & Certification Manager?

No - Compliance & Certification Manager tracks trade certifications, insurance policies, PAT testing and staff training records, a different four record types entirely. How is a worker's overall compliance status worked out?

Each of the four requirement types (RAMS, induction, PPE, toolbox talk) is checked independently against the record you last logged, and the worker's overall status is whichever of the four is worst - a worker fully up to date on three requirements but overdue on PPE still shows as overdue overall.

What counts as "never done" for a requirement?

A worker with no record at all of a given requirement type always reads as overdue for that requirement - there's no separate "not applicable" state, so nothing is silently excluded from the compliance matrix.

Does PPE work differently to the other three requirement types?

Yes - PPE compliance depends on holding at least one PPE record that hasn't been marked returned, decaying against a configurable re-issue window from the most recent still-issued item. RAMS, induction and toolbox talks instead decay from the date of the most recent record of that type.
